James F. Boyle is a recognized Subject Matter Expert in the areas of program management, including compliance issues of fixed price development; ITAR, technology transfer security release; and building cross-functional teams. His 29 years of government and industry experience with risk management, direct commercial sale, due diligence, foreign military sales, offsets and empowered officials is based on established trusted relationships. He brings stakeholders together early with lessons learned based on “perceived risks” to enable successful project execution.
Mr. Boyle has held Subject Matter Expert (SME) roles for two of the top five defense contractors (Lockheed Martin and Raytheon) in the areas of release authority of technology for export, licensing, cyber security, multi-level security wide area networks, and working with senior executive service government officials. Additional global companies he worked with include BAE Systems, Boeing, Cubic Defense Systems, General Dynamics, General Electric, Indra Sistemas, Mitsubishi Heavy Industries, Northrop Grumman, Thales, Ultra Electronics, and United Technologies.
He has worked in Europe, the Middle East, North Africa, and Asia. His military intelligence expertise includes work in technology transfer, the Joint Worldwide Intelligence Communications System, as a special security officer for multi-level classified information systems, multinational war games, and strategic studies groups.
Mr. Boyle has provided support to multiple commands including: DIA, ONI, AFRL, NAVOCEANO, and the Naval War College.
He earned his Bachelor of Science in Education from Southern Illinois University.
