David A. Scott is Senior Advisor for Asian Affairs. Previously, he was the Vice President for Intelligence Enterprise Solutions at CommIT Enterprises, Inc., where he developed process-systems improvements and performed studies & analyses for senior-level government clients.
Dr. Scott’s industry experience includes large multi-national, small business start-up, niche market, and not-for-profit companies that catered to a wide variety of government clients. During his tenure as a Commissioned Officer in the U.S. Air Force he led several Federal award-wining enterprise-wide innovation & efficiency initiatives for strategic and technological change. He has supported tri-lateral engagement with Japan and the Republic of Korea to include advisories on cyber security strategy.
He supports client growth by facilitating expansion of high-end consultancy services and helping organizations to: create differentiating capabilities, identify and capture opportunities, grow their business, enter new markets, and thrive even in the midst of continual change, particularly in the Federal intelligence community market.
Dr. Scott has more than three decades of strategic trans-national experience including prior membership in national space policy, export control, cyber-security, and foreign disclosure Inter-Agency reform working groups. Dr. Scott also formed a collaborative venture, accepted by the National Academies, to spot disruptive and interrelated technologies which DIA, RAND and Gartner later incorporated.
He is a published author on topics ranging from defense industrial policy to commercial strategic sourcing. Further, he has provided expert testimony on China’s science and technology strategic innovation apparatus to nine separate Congressional Committees, select intelligence community activities, and prominent DC think-tank principals.
